Bhat accuses administration of flouting Municipal laws, denying elected councillors their right

Srinagar: Former Legislator and senior PDP leader Nizamuddin Bhat has accused administration of flouting Muncipal laws and denying elected representatives in local bodies their right role and place.
Citing the example of MC Bandipore, Bhat said that one Councillor Khurshid Ganai is heading MC without having qualified for presidentship through prescribed norms.
He said he is not enjoying the support of majority of the councillors and has no legal or moral authority to head and function as president.
Bhat said there is no evidence that statutory notice for election of president or vice-president has ever been issued post election.
“This is an irregularity which could be rectified following the legal procedure. Worthy DDC Bandipore and Director local bodies have been formally conveyed about the issue and concerned executive officer feels handicapped to impose writ of law and respect the majority who have no confidence in the so called president.”
He said the functioning of the foisted president is illegal and against the public interest.
“The MC is in shambles as a result of anarchy prevailing in the institution,” Bhat said adding authorities are sleeping over this allowing trampling of law and authority and administrative bungling.
Bhat appealed advisor for local bodies to save the MC from the administrative and financial mess causing losses and damage at all levels.
