Accused PHE SE writes to Advisor to Guv, CS, claims ‘innocent’

Jammu, Jan 18: Superintending Engineer of Public Health Engineering (PHE) department, Sarwan Singh, has claimed that he has been booked by the Anti-Corruption Bureau (ACB) in disproportionate assets case on “fictitious” complaint.
Sarwan has written a letter to Advisor to Governor PHE, Irrigation and Flood control Deptt, and Secretary PHE claiming that ACB on the basis of “fictitious complaint” an FIR was registered against him and accordingly issued search warrant and searched his rented house at Gandhinagar on January 05.
“During the search operation, no such evidence was found proving me having assets to disproportionate to my income. Fake compliant was also filed against us in 2006-07 that the house where I am putting up on rent belongs to me,” the letter reads.
The accused claimed that thereafter, detailed enquiry was conducted and the file was closed as ‘Not Proved”. “Similarly this time too on fake complaint FIR has been registered against the us, which is totally false and I will prove it with in short period of time. I have been wrongly mentioned on the press note without any proof/ evidence. All property/bank balance belonging to the us has already been reflected in my property statements, which is being filled regularly. If my son, who is an engineering graduate and is not dependent on us is running some business without any contribution/ investment from my side, is it crime?” he asked.
“In view of the above, it is requested that no departmental /administrative action can be taken against us unless the fake complaint filed against me is proved,” he said in the letter.
He has further claimed that he does not own any flat in Mohali Employees Society nor running any business in the name and style of SA Automation in industrial area Mohali.
“My son is not dependent on me. He is running business with his cousin. My investment is totally nil in the business,” he added.
He further claimed that his son is running a business with his cousin in Bangalore and has share in business in Kathua and Rajouri.
Earlier ACB said PHE SE Sarwan Singh presently posted at Kargil has raised huge assets in and outside the state, which include a double storey fully furnished house at Gandhi Nagar, Ext. Jammu.
“The ACB simultaneously conducted raids at five places including two factories of Superintending Engineer of Public Health Engineering (PHE) department in Kathua and Rajouri districts besides his Gandhi Nagar residence and two residences of Junior Assistant of Food, Civil Supplies and Consumer Affairs (FCS & CA) Department. Both the officials have been booked for possessing assets disproportionate to their known sources of income. According to ACB, the PHE Superintending Engineer also owns four business establishments and flats in Bengaluru and Mohali,” the ACB said.
Jammu Anti Corruption Bureau (ACB) SSP Amit Gupta had said, “We have registered two separate cases in Disproportionate Assets (DA) case. FIR 2/19 against Superintending Engineer PHE Kargil, Sarwan Singh, son of Bagh Singh, resident of 20-A IInd Extension Gandhi Nagar, Jammu and FIR 3/19 against former Junior Assistant, FCS & CA Romesh Chander, son of Sansar Chand, resident of village Bhamyal tehsil Nagrota at present House No. 58-A Indira Colony Janipur Jammu, both under Section 5(1) (e) P C Act Samvat 2006 punishable under section 5(2) of the Act.”
