DFO Kulgam sits over RTI application for two months, evades action

Srinagar, Oct 5: Divisional Forest Officer (DFO) Kulgam is virtually sitting over an Right to Information (RTI) application seeking details on the number of plants distributed among people for plantation, number of plants given to government institutions for plantation and the labour budget for afforestation in the year 2018 as he passes on the buck to a head clerk who shows his inability to provide required reply to the RTI complainant.
An RTI application moved by one RTI activist Syed Zahoor Indraabi a copy of which lies with a news agency is addressed to DFO Kulgam and seeks details on the number of plants distributed among people for plantation, number of plants given to government institutions for plantation and the labour budget for afforestation in the year 2018. The DFO Kulgam has referred the RTI application for providing the requisite details to the RTI applicant to a head clerk in his office who shows his inability to provide the details to the RTI applicant.
It is in place to mention here that any officer or official refusing or delaying reply to any RTI application within one month is liable to face disciplinary and administrative action under RTI rules but in this instant case no action is taken against DFO Kulgam who has been delaying the reply to RTI application for the last two months.
