Recently Divisional Commissioner Kashmir released Rs 2.50 crore to purchase Water-Master Cruise boat for Irrigation and Flood Control Department to equip the department with any eventuality to deal with possible adverse weather conditions.
It’s strange that despite Government of India sanctioning funds in crores to equip the J&K government to enhance the disaster management nothing has been done on ground to fight the disastrous.
After Kashmir witnessed the worst floods of the century in 2014 everyone had expected that J&K government would ensure that all the precautions and prepared for any eventuality. But it did not happen.
The PDP-BJP government came into power soon after the floods had hit Kashmir. But PDP failed to give any practical shape to the promises it had made to people vis-à-vis disaster preparedness. The dredging of river Jehlum during PDP’s rule turned into a major scam as the company which was assigned the job to carry out the dredging process failed to deliver.
Finally the Governor’s administration has taken the initiative to take necessary measures and release funds to strengthen the preparedness for the disaster management. It looks like that PDP-BJP government had just ignored the issue and slept over it.
Since the day Governor’s rule has been imposed in the state the administration has taken number of steps to formulate effective flood mitigation plan. Directions have been issued to Deputy Commissioner Srinagar to conduct disaster management mock drills especially related to floods, across all tehsils in the district.
The Department of Metrology has introduced a new system for weather prediction which would help to forecast the weather 15 days in advance. Directions have already been passed to concerned officers to prepare an inventory of resources available with them to tackle the disasters.
The Governor’s administration has done the groundwork and one hopes it would be carried forward to prevent J&K from any major disaster.
