Significant decision

The State Administrative Council has taken yet another significant decision by privatizing the electricity metering in Jammu and Kashmir. This step would help in reducing the power pilferage in the state.
The SAC has accorded sanction to the engagement of the Rural Electricity Corporation Power Distribution Company Limited (RECPDCL) for carrying out power meter procurement, meter reading, billing and maintenance.
According to the media reports the J&K is presently faced with astronomically high level of power losses, which recorded 60% losses during 2016-17.
When J&K Government announced that meters would be installed in all the areas across the state it promised that consumers would get 24×7 electricity. The move evoked resentment from the people initially but within a span of a few years meters were installed in almost all the areas of the Srinagar city and even in the major town in the rural areas.
Despite metering the J&K still faces the power crisis and pesky power cuts do haunt the people. The new move of the SAC, according to the officials, is aimed at improving the power scenario in the state and stop illegal pilferage of the electricity.
Two lakh smart meters will be installed in towns and urban areas of the state. The company will also work for the upkeep and maintenance of consumer metering besides managing meter reading and bill generation in rural and urban areas.
Despite PDD making people pay through their nose, the revenue generation has not been upto the mark. The PDD has been facing losses for the past many years. Unfortunately the main defaulters have been the government departments and other big corporations who owe crores to PDD.
The private company which has been assigned the new job won’t find it easy to streamline the system. Only time will tell how successful this experiment would prove.
