Engineers aghast over non-implementation of budget announcements

Srinagar, Apr 27: The engineering fraternity is aghast over non implementation of budget announcements made by the government.
Addressing a press conference in Srinagar they said, “The engineering fraternity is demanding Assured Career Progression of State Engineering Services since a decade, as most of the engineers are stagnant at bask level since 30 years. Due to failure of the Government to regularize the engineering cadres, 95% of engineers have not been elevated to next level in their entire service period. This chronic stagnation in engineering services has also been acknowledged by the Government and reflected by Finance Minister in his Budget Speech of FY 2018-2019. He has assured engineering fraternity that Assured career Progression (ACP) for engineering services shall be implemented from 1st April 2018 in accordance with the rules and regulations which are already in vogue in other state services like medical services, dental services and veterinary services. The other important announcement such as regularization of all adhoc promotions made from time to time, enhancement in FTA (Fixed Travel Allowances), removal of pay anomalies at all levels especially that of JE’s has not been implemented yet in letter and spirit and there is no provision of such issues in the recently announced 7th pay commission. However, after the assurance, promise and announcement of Finance Minister, the administration has backstabbed the entire fraternity by denouncing the measures already announced in budget speech of FY 2018-2019. It is in place to mention here that most of our neighboring states had implemented assured career progression to their engineering service since long though their promotional avenue are better than state engineering service of Jammu and Kashmir. Due to ineffectiveness of present administration to solve the basic demands of engineering fraternity besides being habitual of discouraging democratic norms and forcing its constituents to hit the roads to listen to their basic issues, engineers of all wings have decided to go for a mass casual leave on 2nd May and assemble in Engineering complex Rajbagh as well as in Jammu to register their strong protest and resentment regarding governments inept attitude towards basic service providers, in case the Government fails to resolve the long pending issues of engineering services instantly, the engineering fraternity shall be forced to take harsh measures which may include hanging of tools and suspending essential services as well. Besides engineering fraternity shall be forced to take any other harsh measures the decision regarding which shall be taken in protest gathering of all wings of engineering services on 2nd May, for which Government of Jammu and Kashmir shall be entirely responsible.
