JKCSNGEU demands implementation of Goyal panel’s report in toto

 

Srinagar, Feb 27: J&K Civil Secretariat Non Gazetted Employees Union on Tuesday said some members of KAS Officers Association were misleading the Council of Ministers (CoM) as well as the State Administration by misinterpreting the report submitted by the Goyal Committee regarding Cadre Review of the J&K Secretariat Services including Accounts, Planning and Legal Cadres.
An emergency meeting of the Union was held under the chairmanship of its President Ghulam Rasool Mir condemned the news item published in some newspapers regarding Secretariat Subordinate Service being Synchronized with IAS.
“The Union was assured for resolving all its pending demands including Cadre Review by the former Chief Minister Mufti Mohammed Syed. Chief Minister Mehbooba Mufti also assured for redressal of this long pending demand of Cadre Review of the J&K Secretariat Services including Accounts, Planning and Legal Cadres to provide for better career progress to them. Last year, a Committee headed by the Principal Secretary, Home Department R.K. Goyal, IAS on the directions of CM to examine the issue,” Mir said.
“The Union has noticed that some office bearers of KAS Officers Association are misleading the Council of Ministers as well as the State Administration by misinterpreting the report submitted by the Goyal Committee for their vested interests,” he said, adding, “Recruitment rules of all the State services provide for cadre review after an interval of five years, unfortunately no cadre review has been taken for the J&K Secretariat Services till date from the date of constitution of these services. It has been noticed time and again that some of KAS Officers creates hurdles in this process.”
It was brought to the notice that General Administration Department inducted officers into Time Scale of KAS for whom no slots were available by utilizing slots meant for other feeding services, he said. “In a case High Court has held these promotions as illegal. 2008 batch is one of recent example.”
The Union appealed to the Government for implementation of the Goyal Committee Report in toto which has already been accepted by the CM in the capacity of Minister incharge GAD, without further delay as the Finance Department has already concurred to the implementation of the report. “In case any delay tactics are adopted to sabotage the issue by any quarter, the Employees are left with no option but to launch a massive agitation.” (GNS)
